Provide oversight and coordination of technical work, security and safety systems, quality assurance, and timely/accurate delivery of high quality technical products that comply with applicable standards;
Work with the A-Division leadership team, Laboratory program offices and with key stakeholders to develop, plan and execute innovative cyber projects and programs;
Ensure the execution and integration of cyber research with national security priorities, with both internal and external partners as well as with sponsor organizations;
Increase the impact of A-ARCS capabilities in applied information security and networking science across the Division and Laboratory and enhance the competitive position of Office capabilities;
Generate funding to conduct research and/or program development in core areas of the A-ARCS portfolio;
Provide leadership in strategic workforce development, succession planning, recruiting, retention and diversity of employees;
Apply sound business practices to maintain and enhance the financial health of the Office;

| | What You Need Minimum Job Requirements: A demonstrated strong foundation in a computer science-related field with broad experience relevant to cyber security. Knowledge of a broad range of cyber security subfields including network analysis, forensics, malware analysis, adversary TTPs, IT operations and commercially available defensive measures, steganography, covert channels, applied statistics, graph theory, and high-performance computing. Working knowledge in at least one of these areas, as well as a solid foundation in operating systems and network internals is required. Demonstrated experience in planning, performing and managing applied cyber R&D relevant to CND, CNE, and CNA. Demonstrated experience interfacing with, managing programs from, and setting expectations of cyber programs or sponsors. Sponsors relevant to the Laboratory include DOE, NNSA, the significant elements of the intelligence community, the DoD functional UCCs, DARPA, IARPA, DTRA, all branches of the armed forces, academia, and LANL’s commercial sector partners. Prior record of program development, marketing and developing proposals that have contributed to strong revenue growth and new customer relationships Demonstrated experience and success in presenting complex cyber concepts and technologies to senior policy makers who may not be cyber experts. Demonstrated experience in recruiting, hiring and developing top talent through networking and strategic investment, and managing a high-performing, dynamic workforce in a competitive market. Demonstrated experience managing time critical projects with constrained resources and dynamically evolving requirements. Record of effective personnel development including strategic staff planning, mentoring, and team building Ability to resolve conflicts among personnel successfully, motivate performance, and address poor performance Excellent oral and written communication skills and demonstrated ability to interact effectively with all levels of Laboratory and external personnel. Prior experience in implementing goals assuring the health and safety of workers, security and environmental compliance. BS or BA in a technical discipline. | | Where You Will Work Located in northern New Mexico, Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. LANL enhances national security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health, and global security concerns. The Office of Advanced Research in Cyber Systems develops and applies advanced cyber defense and exploitation methods and tools to support national security missions, and US interests in maintaining strategic stability. Office members will support institutional and US government cyber defense needs, to include providing advice to commercial entities deemed critically important to national security and defense, to address economic and cyber-physical concerns. The Office is expected to collaborate with other cyber research capabilities resident at the Laboratory, nationally, and with Allied partners as appropriate. The successful candidate will be expected to develop a strategic plan to successfully engage the spectrum of the US government’s cyber interests.
